Temporary labor bill rates appear on the rise after a period of slow growth, according to the IQNdex, an index of temporary labor bill rates produced by IQNavigator.

The IQNdex's August reading of 105.9 is up 0.7 percent from July and up 1.2 percent from three months ago. The increases compare to the entire 12 months ended in May when the IQNdex rose by less than 1 percent.

IQNavigator's report on the index says the increase in bill rates is the result of a shift toward higher-paid, higher-skilled workers rather than an increasing demand for more contingent workers in general.

The company said bill rates in the technical-IT sector have risen more than 3 percent in the six months ended in August. Office/clerical bill rates have declined modestly over the past five months.

IQNavigator is a Centennial, Colorado-based vendor management system provider.
